Problem Statement & Fiscal Crisis
- Overage Fleet: 52.73% of the state bus fleet is overaged (10,582 buses), causing high breakdown rates and maintenance backlogs.
- Diesel Cost Vulnerability: Diesel purchases alone consume 45% of operational budgets (₹5,200 Crore annually). A fuel hike of ₹2.86/litre increases state transit losses by ₹175.58 Crore.
- Financial Debt: State Transport Undertakings (STUs) carry an accumulated debt of ₹43,865 Crore, consuming ₹13 out of every ₹100 earned in interest payments.
Technical Solutions & Passenger Interface
- Intelligent Public Transport Management Platform (IPTMP): Core cloud telematics processing 4G/5G GPS location streams with 10-second refresh cycles.
- On-Board Edge AI Video Analytics: 4-6 wide-angle IP cameras per bus to identify footboard travel, passenger harassment, and crowd density.
- Driver Monitoring Systems (DMS): Infrared sensors tracking driver eye movements to prevent drowsiness and micro-sleep.
- TN-Ula App: Unified citizen app for live GPS bus tracking, multimodal journey planning, NCMC card recharging, and QR tickets.
- Solar Smart Stops: Installing weather-sheltered shelters with 2.4 kW solar roofs, USB ports, seating, and live ETA displays.
Exchequer Savings & Citizen Welfare
Initial CAPEX: ₹1,078.75 Crore. Annual OPEX: ₹128.50 Crore. Projects a Benefit-Cost Ratio (BCR) of 1.65 and an Economic Internal Rate of Return (EIRR) of 18.4%.
Savings: Saves ₹234 Crore annually in diesel (5% AI optimization), ₹85 Crore in operational efficiencies, ₹45 Crore in accident reduction, and attracts ₹160 Crore in new ridership fares. Yields ₹390-490 Crore in net annual benefit by Year 5.
