Problem Statement & Industrial Crisis
- Environmental Degradation & Ecocide: Supreme Court Jan 2025 finding of irreversible damage to the Palar River basin from 20 MLD of toxic effluents and 100,000 tonnes of annual salt discharge, affecting 30 towns, 50 villages, and 15,000+ hectares of once-fertile farmland.
- EUDR Compliance Exclusion: The EU Deforestation Regulation (EUDR) mandates digital, GPS farm-to-shipment geolocation traceability logs by December 30, 2026. Non-compliance risks immediate exclusion from 35% of export trade value.
- Macroeconomic Squeeze: Punitive US tariffs of 25% imposed since August 2025, alongside a decline in Tamil Nadu's manufacturing GVA share from 2.53% in 2010 to 2.03% in 2024.
Proposed Solutions & Technology Stack
- AI Process Dosing & Nesting: ML algorithms optimizing basic chrome sulphate dosing by 30% and CAD-based digital laser nesting improving raw hide utilization from 60% to 92%.
- IoT Telemetry Sensor Networks: Standardized continuous monitoring of pH, TDS, flow, and heavy metals at all 8 CETPs and major IETPs, linking directly to a public command center.
- Decentralized Rural Assembly Blocks: Setting up clean footwear component assembly plants in non-urban agrarian blocks to leverage local workforces and avoid urban migration.
- State Blockchain Registry: Decoupled ledger tracking geolocations from cattle farms to ship containers, generating audit-ready QR certifications.
Financial Model & Budgeting
Total Investment: ₹2,100 Crore Consolidated Development Fund, co-financed by State Government (45% — ₹945 Cr), Private Industry PPP (35% — ₹735 Cr), and Central Schemes (20% — ₹420 Cr). Projections indicate annual state export revenues rising to USD 5.50 Billion, direct state tax collection climbing to ₹2,100 Crore, and wastewater treatment power costs cut from ₹132 Cr to ₹45 Cr by Year 10.
Citizen & Labor Welfare
Reclaiming 15,000+ hectares of saline land for agricultural use, restoring clean drinking water for over 30 towns and 50 villages. Worker dignity is secured through EPF/ESI coverage, written contracts, mechanical sludge handlers to eliminate manual cleaning, and gender wage-gap audits under the Leather Sector Skill Council (TNLSSC).
