Tamil Nadu–LH Korea Inclusive Housing and Livelihoods Partnership

Branded as TVK Anbu Veedu & Thozhil 2040, this flagship program aims to construct 8-10 lakh tech-enabled, livelihood-integrated affordable housing units for BPL families by 2040, leveraging Korea Land & Housing Corporation’s (LH Korea) global expertise and Tamil Nadu's industrial strengths.

LH Korea Corporate Profile

Korea Land and Housing Corporation (LH) is South Korea's official public housing developer, managing nearly 1.1 million public rental units with an equity size of ₩40 Trillion (approx. ₹2.4 Lakh Crore) and an annual turnover of ₩15-20 Trillion. It has pioneered G2G housing programs globally, including Vietnam and Pakistan.

Tamil Nadu BPL Housing Status

With roughly 20 lakh BPL families (over 80 lakh individuals) in Tamil Nadu, there is a critical shortage of secure shelter. The state's 2024-25 budget launched the 'Kalaignarin Kanavu Illam' scheme to build 1 lakh new rural houses at ₹3.5 Lakh each (₹3,500 Crore Phase 1), but extreme challenges such as the relocation of 58,000 families on Chennai's hazardous riverbanks and illegal subletting of free tenements require next-generation policy solutions.
