A comprehensive research, strategic design, and governance architecture study of the TVK Digital Platform under the leadership of Chief Minister Shri Joseph Vijay and the Minister for Sports and Youth Welfare.
Governance & Institutional Framework
- Apex Steering Committee: Chaired by the Chief Secretary, convening key secretaries of Finance, IT, Industry, and Health to execute policies and issue Government Orders (G.O.s).
- High-Powered Governance Council: Led by the Chief Sovereign Enterprise Officer (CSEO). Operates the TSGCC (Supreme Governance & Consent Committee) pipeline to vet financial, technical, and social aspects of SBU operations.
- Domain & Technical Experts Panel: External advisors conducting DPDP Act compliance reviews, CERT-In baseline security audits, and academic partnerships (like IIT Madras) for AI training.
- District-Level Implementation Committees: Chaired by District Collectors. Manages local implementation units, coordinates with Self-Help Groups (SHGs), and monitors rural PRANA diagnostics.
Implementation & Operational Model
Phase-wise statewide rollout across Tamil Nadu's 38 districts, converting key departments into autonomous corporate vehicles. Directing corporate CSR capital convergence using inverse-HDI weighting formulas to rural areas.
Government Oversight & Monitoring
Real-time governance dashboard tracking SBU yields, exchequer savings, and welfare distribution telemetry. Independent audit cells reporting directly to the Public Accounts Committee (PAC) of the Legislative Assembly.
Financial Governance & Transparency
Structured public fund allocations under statutory oversight. Annual CAG audits and bi-annual social audits by citizens to prevent leakages and ensure a zero-corruption delivery of public services.
