Tamil Nadu Battery Energy Storage System (TN-BESS 2040) Clean Energy Mission

A Public-Private Partnership (PPP) blueprint to deploy 12,500 MW / 50,000 MWh of utility-scale energy storage, displace commercial diesel generators, and establish clean energy security in Tamil Nadu under the vision of Chief Minister Joseph Vijay.

Executive Policy Summary

Global Benchmark & Reference

Replicating international utility-scale storage models, notably China's 12.8 GWh battery storage cluster in Inner Mongolia (including the 4 GWh Envision Jingyi Chagan Hada Energy Storage Power Station commissioned in December 2025) and Tesla's Shanghai Megapack grid-scale deployments. These projects prove that tropical LFP (Lithium Iron Phosphate) chemistry is grid-ready, thermally stable, and economically superior for peak-shaving, frequency regulation, and zero-curtailment renewable grids.

Approved Substation Siting & Tariffs

Building on existing TNERC approvals for 875 MW / 2,500 MWh state-led BESS procurement. Initial projects are being deployed at six critical TANTRANSCO substations: Thennampatty (Namakkal), Anuppankulam (Virudhunagar), Ottapidaram (Thoothukudi), Vellalaviduthi (Pudukottai), Kayathar (Thoothukudi), and Karaikudi (Sivagangai) under a 12-year build-own-operate (BOO) model with discoverable tariffs of ₹2.46-₹2.48 lakh/MW/month and central Viability Gap Funding (VGF) support.

Deploying advanced mitigations for High Upfront Capex (30% Central VGF + 10% State Viability support), Grid Congestion (AI-managed grid-forming inverters with <10ms response time), Tropical Heat Degradation (liquid-cooled Lithium Iron Phosphate cells cycling up to 12,000 cycles safely), and Supply Chain Vulnerabilities ( Hosur battery manufacturing hub JV with domestic cell assembly PLIs).
